• Tariff of Leased Services Will be Trimmed Up to 40%

    JAKARTA – The Ministry of Transportation plans to cut the service fee by 40%. This tariff cut is part of efforts to reduce logistics costs.

    Minister of Transportation Budi Karya Sumadi said that besides tariff of services labuh, some types of tariffs that become components of non-tax state revenue (PNBP) will also be cut. “Range of decline is quite a lot, maybe 40%,” said Budi Karya to Bisnis.com in Jakarta, Thursday (18/1/2018).

    Budi Karya acknowledged that tariff cuts would reduce PNBP revenue in the ministries he leads. Therefore, Kemenhub will immediately consult with the Ministry of Finance related to the impact of the tariff reduction policy. He estimates, in the short term, the acceptance of PNBP levies will have a significant impact if tariffs are cut.

    To note, Kemenhub is one of the ministries / agencies that contribute the largest PNBP. In 2017, PNBP’s contribution from Kemenhub reaches Rp9.28 trillion or the second largest after the Ministry of Communications and Informatics. Meanwhile, in the state budget of revenues and expenditure (APBN) 2018, the amount of PNBP Kemenhub reach Rp 7 trillion.

    Although in the short term PNBP will drag due to lower tariffs, Budi Karya said the revenue would return equivalent in the long run. Because the tariff reduction could boost the volume of port services. On the other hand, more cheap tariffs are believed to help lower national logistics costs.

    Budi Karya explained that Kemenhub is currently calculating the impact of PNBP tariff reduction on logistic costs. The calculation includes onlne service, cost, and time. “All of them have the components of rupiah, I will consolidate in the first two weeks we will see what the final will be,” he said.

    As is known, the reduction in logistics costs has become one of the homework that is being parsed by all stakeholders. Indonesia’s logistics costs are considered too high in the region to be a factor inhibiting competitiveness.

    Previously, the research results of Indonesia Logistics and Forwarders Association (ALFI) shows, the ratio of logistics costs to Indonesia’s gross domestic product (GDP) began to show a downward trend in the period 2013-2017. ALFI noted, the ratio fell 2.2 from 25.7% in 2013 to 23.5% in 2017.
