• Manifest Generation III, Customs Accelerates the Flow of Goods

    JAKARTA – Entering 2019 Customs continues to create various innovations and strategies in order to respond to the rapid development of industry that has entered the industrial stage 4.0. Strategic steps are taken by perfecting business processes in all lines and innovation and modernization following the development of the global economy in the digital era.

    Related to that, the Directorate General of Customs (DJBC) implements the third generation manifest to facilitate service users while reducing logistics costs. This is one of the Customs steps to be able to increase the ease of business in Indonesia and the smooth flow of goods.

    “The third generation Manifest is the latest version that prioritizes the principles of automation and simplification in line with the Customs and Excise Reform program agenda in order to build smart customs and excise systems to create business processes that are easy, inexpensive, fast, transparent, effective and efficient,” said the Director General of Customs and Excise Heru Pambudi in Jakarta, Monday (1/7/2019).

    Some of the principles promoted in Manifest Generation III include the Advance Manifest System 24 hours before arrival for sea transport facilities so that customs clearance can be done faster and the addition of NVOCCs and postal operators so that manifest submissions can be faster by each – each document issuer.

    Customs also applies the risk management principle of manifest changes where changes can be made online and not all changes must be approved by the Head of Office, inclusion of Taxpayer Identification Number (NPWP), and automation of closing manifest posts.

    The application of Manifest Generation III has been carried out in stages starting on December 28, 2017 at the Customs Office in Jakarta. As of August 2018, this system has been implemented in stages in 12 major Customs Offices throughout Indonesia covering 6 ports and 7 major airports which statistically represent more than 80% of the national import and export volume.
    “On September 26, 2018, the Manifest Generation III system was implemented in all international ports and airports supervised by 104 Customs Offices throughout Indonesia,” Heru said.

    The implementation of Manifest Generation III has had a positive impact and created various facilities. Among the decreases in dwelling time, especially pre-clearance, based on data at Tanjung Priok port, there was a decrease in pre-clearance of 0.81 days or 19.69% after the mandatory Manifest Generation III system. Other benefits that were also felt were the acceleration of the clearance process in Airport. Manifest Generasi III has eliminated the manifest postal detailing process which has reached 11,500 processes per month. This results in the clearance process being reduced by 2 to 8 hours or by 20% to 80% from the previous, as well as reducing costs, and administrative expenses.

    Not only that, the implementation of Manifest Generation III has also reduced the redress manifest process. At the beginning of the implementation of the self-correction redress manifest system on the Manifest Generation III system, the redress process was reduced by 22.75% from the average of 550 requests per month.

    Positive responses were also expressed by several associations and companies including INSA, ALFI, ASPERINDO, PT Pertamina (Persero), and IATA. The positive response, including manifest submission, can be sent directly to the customs system online so that it is more efficient and effective, data correction can be done online without having to come to the Customs Office, and speed up the delivery of Goods Import Notification.

    Heru added that Manifest Generasi III which has been fully implemented in all Customs Supervision and Service Offices is a real commitment in implementing reforms and answering the demands of the times.

    “This change is certainly aimed at creating a more effective, easy, fast, cheap and transparent trading system. Customs also expects cooperation from relevant Ministries or Institutions, as well as service users to be able to immediately implement this program to make it easier trying in Indonesia is getting better, “he concluded.
