    JAKARTA – The Indonesian Stevedoring Company Association (APBMI) proposes that the tariff / cost of loading and unloading service / OPP / OPT of the current non-container / breakbulk cargo at the conventional port of Tanjung Priok port in Jakarta will be extended for another 6 months.

    The proposal is given that currently the validity of OPP / OPT tariff in the port of Priok has expired, and in order to fulfill the legality aspect, in order to extend it only in accordance with the prevailing laws and regulations.

    Chairman of DPP APBMI Muhamad Fuadi said that in the current unstable economic condition and the volume of cargo also tends to decrease, it should not be necessary to evaluate much less increase the tariff of loading and unloading services at the port.

    “The evaluation is enough to extend the expiry date of OPP / OPT tariff in Priok, which does not need to change the tariff rates, it is legalized by extending the validity period of at least up to six months,” he said to Bisnis on Monday (2 / 10/2017).

    Fuadi encourages associations of related service providers and users at Tanjung Priok Port together with PT.Pelabuhan Tanjung Priok-a subsidiary of Pelindo II to process the extension of the OPP / OPT tariff period and witnessed by the Port Authority Authority Office in order to make an agreement to legalize the tariff .

    He hopes that all parties will contribute in supporting the government’s program to reduce national logistics costs including the costs at the port.

    “According to us, the extension is only valid, so there is no need for tariff change,” said Imanudin.

    DPP Chairman of the Indonesian Truck Entrepreneurs Association (Aptrindo) Gemilang Tarigan said the evaluation of OPP / OPT tariff on non-container cargo or breakbulk in Priok port should not increase the tariff of cargo unloading services at the port.

    “The hope is that there should be no increase in tariffs because it will affect the ligist business,” he said.

    Previously, Chairman of BPD GINSI Jakarta Subandi said that until now there are still some expenses in the port of Priok that have expired and need to be evaluated, both the structure and the amount.

    The tariff in question, he added, is the tariff of OPP (Load Port Fee) and OPT (Destination Port Fare) for loading and unloading activities of cargo type break bulk in conventional terminal of Priok.

    “The tariff of OPP / OPT must be completely calculated in a transparent and accountable manner, both from the calculation aspect and the structure and its class,” he said.

    He mentioned current and expired OPP and OPT tariffs are not transparent and do not reflect a sense of justice and do not encourage high productivity as they cost the same for all commodities. In addition, if enforceable rates are considered illegal.

    According to Bisnis records, since 2012, OPP / OPT costs in Tanjung Priok for general cargo using warehouse facilities are charged Rp. 81,075 per ton per m3 whereas for trucklossing pattern only Rp. 57,200 per ton per m3.
