• Certification of Export Inventory Gross Weights, JICT Cooperates with BKI

    JAKARTA – The export / verified gross mass (VGM) container weeding activity at the Port of Tanjung Priok will involve PT Biro Klasifikasi Indonesia (BKI) as the issuer of VGM certification documents.

    Vice President Director of PT Jakarta International Container Terminal (JICT) Riza Erivan said the involvement of ICC in the export container VGM certification process is expected to begin in the near future or at the latest by March 2018.

    “Now depends on the readiness of BKI. From our side as container terminal manager is ready because VGM has been implemented since 2 years ago in container terminal of Priok port import export, “he told Bisnis on Tuesday (27/2/2018).

    He said the container terminal operators in Priok have established communication and coordinated with related business actors related to the involvement of BKI in the export container VGM certification.

    Riza revealed that there is no evaluation plan on service tariff in the form of additional VGM cost although the certification of the activity will be implemented by BKI as BUMN which has been moving in the field of classification and certification of sea transport business sector.

    The export / VGM container weighing activity at JICT and TPK Koja is implemented from August 1st, 2016 by imposing a weighing service fee in JICT-TPK Koja auto gate of Rp50,000 per container box and VGM certification fee of Rp75,000 per box if the owner of the goods or an exporter performing its VGM certification at the terminal.

    The amount of service fee has been approved by service users through related association of Jakarta Exporters Association (GPEI) and Jakarta Logistics and Forwarders Association (ALFI).

    “In addition to JICT and TPK Koja, BKI’s involvement is also planned at other container terminals in Priok Port,” he explained.

    Currently, at Tanjung Priok Port, there are five import terminal export facility managers namely JICT, TPK Koja, Mustika Alam Lestari Terminal (MAL), Terminal 3 Priok, and New Priok Container Terminal-One (NPCT-1).

Tjejep Zahrudin, President Director of PT Tenders Marine Indonesia (TMI), a logistics and export management company at Tanjung Priok Port, said that export VGM certification is required by exporter shipping vessels and must be submitted by the exporters before the container of its exports is loaded onto the vessel.

    Unfortunately, he said, the VGM tariff in Tanjung Priok port has not been all uniform across the terminal, and only at JICT and TPK Koja are the same.

    “The involvement of ICC in the VGM export certification process is fine as long as it does not increase the burden of cost to service users / exporters,” he said.

    The export consignment weighing activity at port or VGM is mandated by International Maritime Organization (IMO) through an amendment of the International Convention for the Safety of Life at Sea (SOLAS) of 1972 Chapter IV Article 2 and enforced in Priok from 1 July 2016.
